Alicia Rouault

Director of Applied AI for Government

Alicia Rouault is a technology leader with over fifteen years of experience delivering large-scale modernization across state and federal government. She most recently served as CIO of Pennsylvania's five Health and Human Services agencies, where she led the state’s digital response to HR1 implementation. She was appointed Chief Technology Officer of the U.S. Department of Health and Human Services in 2024. Previously, she led benefits modernization (Medicaid, SNAP, Unemployment) at the U.S. Digital Service in the White House, where she founded the income verification as a service initiative for the Centers for Medicare and Medicaid Services. She directed product and state and local markets at 18F, and served as Senior Advisor to Jennifer Pahlka at Code for America. She co-authored the De-Risking Guide to Government Technology and is the former co-founder and CEO of data startup, LocalData. Alicia studied at University of Toronto and Massachusetts Institute of Technology.
