As of late 2025, nearly 850,000 families a month (around 2 million individuals), are on welfare. Welfare, commonly referred to as TANF, is a federal program for low-income families in need, giving them a path to stability by providing cash assistance and job training.

TANF stands for Temporary Assistance for Needy Families. TANF provides cash that can be used to cover basic needs including rent, utilities, transportation and other expenses.

In most states, TANF benefits are available through an EBT card. You can use EBT cash like a debit card, even withdrawing cash from an ATM to cover the cost of goods.

TANF is different from SNAP (also called food stamps). While both benefits are paid out through an EBT card, SNAP can only be used on qualified items, like groceries.

Who can get TANF?#who-can-get-tanf

TANF is intended for low-income families with children 18 and younger. The definition of “family” varies by state but can include parents, children, relatives caring for children, or non-relatives caring for children.

You may qualify for TANF if you:

  • Have at least one child age 18 or younger
  • Are pregnant (or a teen parent)
  • Meet the state income and asset limit for TANF
  • Are a legal U.S. citizen or an eligible immigrant
  • Can prove residency in the state where you apply

If you are receiving SSI (Supplemental Security Income), you can’t get TANF at the same time.

Benefit payout will depend on where you live and the size of your household. In 2024, for a family of three, the highest possible amount was $1,370 in Minnesota. The lowest was $204 in Arkansas. The median TANF payout for a family of three was $552 a month.

How to apply for TANF#how-to-apply-for-tanf

You can apply for TANF:

  • Online through your state’s benefits site
  • In person at a local social or human services office
  • By phone, with the help of a community organization or social worker

Your application may require some or all of the following:

  • A photo ID (or birth certificate) of everyone on the application
  • Social Security Number of everyone on the application (if applicable)
  • Proof of income and assets
  • Proof of residency
  • Information about your pregnancy or child

In addition to filling out an application, you’ll have to complete an interview over the phone or in person at your local benefits office.
